Cheap place to live if you can't find anywhere else. Definitely a last resort
Don't do it.
good cheap housing...not so good office staff
I would tell them it's a really nice place for a very reasonable price, and dealing with the not so friendly office staff that NEVER return my calls or emails is just one of the things I have accepted for the good quality and price of my apartment.
Very convenient to a lot of things
The walls are thin and it's so easy to hear your neighbors. You can easily be awaken by your neighbors upstairs at 3am when they're stomping (what it sounds like to me, anyway) on they're way down or up the stairs. When you're in the hallway, you can hear people's conversation inside their apartments.
When you come home past 10pm on a given week, it's hard to find a parking space near your building. Expect to walk about a block to find a spot for your car.
Don't walk on the grass; expect to step on dog poop from time to time.
When you request for repairs to be done in your apartment, it takes about 3-4 days to get them to come to your building and actually look at it. But they usually fix it on the same day.
To get to the apartment from the west side of Knoxville, you always have to drive around because it's a one way street to get to the entrance.
One day going for my daily run, there were 5 FBI agents that were hanging around next to my building. They look like they were getting ready for a bust or an arrest. I didn't stick around long enough to find out.
Other than the complaints above, the location is very convenient to a lot of things. There are nearby grocery stores. The mall is a 5 minute drive. There are several restaurants to choose from that are near the apartment. The rent is very inexpensive compared to other apartment complexes. There is a nearby greenway and park.
I give it at an overall poor rating because even though it's conveniently located and inexpensive to live in, it's hard to get a good night's rest.

The office personnel is not very well organized; the location is good.

Feedback from an independent evaluator
The apartment community was very nice, and the management appeared to care about their residents. There were some things that were lacking, for example the door mats were frayed and carpeting was a bit worn, etc. Otherwise, the place was nice.
