Poor Management

I have lived at Weathervane Apartments for 10 years. About 2 1/2 yrs ago they were sold. Paragon management company took over the property. What a mess. They didn't last very long. Hayman then took over. As with Paragon, Hayman's only concern is renting apartments. Once you're in, they really don't care about you. This past summer the pool was invaded daily by screaming, underage teens constantly playing inappropriate music around my children. Oh, and the dogs running around the pool. One of the dogs would have drowned if I hadn't been in the pool at that moment. The pool rules are displayed at the pool and are also in the lease contract. No dogs, no one under 18 without an adult, and you must wear a bathing suit! Not to mention, the office is directly next to the pool. There's a wal of windows looking right out! I complained about all the above and the manager may have had word but this continued the entire summer. They are too busy. Speaking of managers, there are several people in the office. But no one communicating. Hayman started allowing dogs in ALL apartment buildings. Originally, and for about 7 yrs no dogs were allowed. Then Paragon allowed them in one building. As I said, Hayman allows ANY DOG, ANY SIZE, ANY BREED IN ANY BUILDING. This to get more people in more apartments. A few months ago a new neighbor moved in next door with a beagle. The beagle seems to be left in a cage all day, starting at 7 AM to BARK ALL DAY, ALL DAY during the WEEK. ALL DAY DURING SATURDAY!! I work nights and weekend nights. I need sleep too. I am exhausted as I cannot get any sleep. At least a month and a 1/2 ago I complained twice to office people. They said they would tell the manager. Weeks later, I saw her and she said she knew nothing of this BUT because the dog barks during "normal business hours" there's really nothing she can do. I have emailed Hayman Corp twice with absolutely NO response. Even a "too bad" would be better than ignoring me. I have tried to talk with the neighbor but he is never home. I have called the police to report a noise disturbance. They say I can pursue a civil suit or press criminal charges. What about those of use who moved in long ago? Hayman is trying to meet quotas, neglecting long term residents who pay their rent and evicting all these new ones who can't. Seriously, 3 eviction notices are up every month. They just don't care once you're in.
