Never again! Not military friendly

Not military friendly! Let me start by saying I'm not a negative person and I don't normally like to leave bad reviews but my experience living at Park East was absolutely putrid. I am active duty military and lived in these apartments for 8 months. When I moved in there was a different set of management personnel which my wife and I absolutely loved. They were extremely friendly and did everything they could to ensure their occupants were happy. When we chose Park East we did so knowing that we would have to move in December or January because I was chosen to cross train into a new career field and knew orders to a new assignment would follow. We only needed a place to live for a short period of time so that we could begin renting our house. The management then made it crystal clear that it would NOT be a problem to break our lease and all we needed to do was bring a copy of our orders to them and they would take care of the rest. In October management changed and I couldn't have been more disappointed. My wife went in to the office to meet the new management that month and to make them aware of our situation and instantly the office manager went from friendly to unbearably rude! She told us that she would need a written notice and a copy of our orders before she would even consider letting us out of our lease. She also made it for clear that once we gave her the date she would NOT change it under ANY circumstance. I understood to an extent where she was coming from but there lied our first issue; Because I hadn't received official copies of my orders I couldn't set up TMO dates to come and pack/move us so therefore I wasn't able to give her a firm date that we would vacate the apartment. So time had passed and I finally receive my orders on December 12 with a report no later than of 28 Feb. So my wife and I decided it would be best to get to our new duty location before the end of the Winter break so that the kids wouldn't miss any school. (13 Jan was the last day of Winter break) My wife proceed to fill out the written notice required and took a copy of the orders to the office on the 12th. We had chose 31 December as our final apartment inspection. Management proceeded to tell my wife that there was absolutely no way she would let us out of our lease that early. She told my wife that she is only required to let us out of our lease 7 days before our RNLT date. My wife came home crying because she was so stressed that this new management was being this difficult given our situation. I decided to go over and maybe better explain the situation in hopes she would be a little more understanding. When I began to explain to her our situation she become very rude and unreceptive to anything I had to say. She then changed her story and said I had to give her 30 days notice according to the Soldiers and Sailors Act. I became increasingly frustrated and raised my voice and she quickly kicked me out of her office and refused to discuss the situation any further. At this point, I decided to get the base involved as she had now told me two different scenarios neither of which matched the 15 day notice that my lease stated. It wasn't until the base got involved that they agreed to allow me out of my lease. But that wasn't the end of the terrible experience, once she agreed to let us out my wife asked her what we would have to do to get our deposit back. She told my wife "good luck, bc if I find even so much as a hair I will charge you the entire deposit". So we decided it would be best to hire a cleaning company that she recommended. The company cleaned the house until it looked better than it did when we moved in. (At least we thought) She charged us $50 bc the cleaning lady forgot to clean the inside of the oven. Charged us $5 for every tiny nail hole, $2 apiece for each door blind strip (one of which she broke when opening during the inspection), $80 for a dent in the living room wall (which we filled but "it wasn't flat enough and they don't do business that way"!), so in total she charged us $281 for the most minuscule items she could find. Then attempted to charge us $150 per room to have the carpet cleaned when she had previously told us it would be $150 total. On top of all these issues our heater went out 3 days before we moved out and our maintenance man tried to fix it but wasn't able to. So as a result the manager decided she wasn't going to worry about until we moved out (never mind the fact that it was below 19 degrees and we were still occupying the apartment). Unknowingly the heater hadn't been working properly and continued to run non stop which caused our bill to go from $225 to $479. When we asked the apartment manager about this problem she said the apartments were built back in the 60s and she done research through Westar and that's what the bill should normally run. In addition to my woes, I have several military friends who live in Park East that have had similar experiences with this management. The one positive which was consistent was the maintenance men. They were always very friendly and would always go out of their way to help you even after the management change. Overall I would NEVER live in these apartments again and I would ABSOLUTELY NOT recommend these apartments to ANYONE! These are by far the least military friendly apartments I have ever been in during my 11 years of military service. Please take my advice and stay away, especially if you are military.
